Answer
Legislating to enable independent celebrants to perform legally binding marriages was carefully considered at all stages during the development of the Bill, including public consultation. Consultation responses on independent celebrants were mixed and inconclusive, recognising independent celebrants would require fundamental and changes to the existing and settled law, notably the current rules regarding the provision of marriage for profit and gain. Executive agreement to proceed with the policy and the drafting of a Bill was secured without reference to changing the law relating to independent celebrants.
I am keen to progress the Bill and the important reforms it contains as soon as possible, particularly those relating to the increase in minimum age. My Department will keep issues such as independent celebrants in view.
