As part of contingency planning, operational modelling is being undertaken to identify the additional capacity required should inpatient maternity services and births temporarily transfer to Craigavon Area Hospital.

Answer (8 October 2026): Recent Environmental Improvement works in the area, which were completed by Armagh, Banbridge and Craigavon Borough Council have resulted in changes to the road layout and the arrangement of on-street parking bays. However, as the relevant legislation has not yet been amended to reflect these changes, the associated parking restrictions are currently unenforceable.

To ask the Minister of Agriculture, Environment and Rural Affairs to detail the number of deprivation orders that have been granted since 2016.

Answer (30 September 2026): Departmental records indicate that, between 1 January 2016 and 29 September 2026, eight deprivation orders were granted by the courts in cases involving farmed animals and recorded by the Department. The annual breakdown is set out below:

Year	Number of deprivation orders
2016	2

To ask the Minister of Justice to outline her plans for any increase to the offender levy.

Answer (28 September 2026): ANSWER

The offender levy was introduced in June 2012 and applies to adult offenders only. Imposition of the levy is a statutory requirement, with legislative provision made in sections 1 – 6 of the Justice Act (Northern Ireland) 2011. The levy rates range between £5 and £50, depending on the severity of the sentence or penalty imposed, and levy revenue is used to resource a non-statutory Victims of Crime Fund. Since its inception, the levy has raised nearly £4.8m.

The levy rates have never been increased. Budgets in all Executive Departments are under considerable pressure. In the meantime…

To ask the Minister of Health to detail any steps being taken to support GP practices to safely participate in shared care arrangements for ADHD, without liability concerns.

Answer (27 September 2026): Shared care arrangements for Attention Deficit Hyperactivity Disorder (ADHD) medication are typically dependent on the involvement of a specialist service responsible for diagnosis, treatment initiation, dose titration and ongoing clinical oversight.
To ask the Minister of Health whether there are any plans to increase assessment capacity and improve access to ADHD services.

Answer (27 September 2026): Waiting time data within Health and Social Care (HSC) services are routinely collected and reported based on clinical priority classifications, namely red flag, urgent and routine referrals. My Department does not routinely collect data by presenting symptom or condition and, therefore, information is not separately categorised for patients referred with non-urgent breast pain.

This approach supports consistent waiting time reporting across a wide range of outpatient specialties and referral pathways. As non-urgent breast pain referrals are managed within routine outpatient pathways, there…

Answer (27 September 2026): There is currently no commissioned service for Attention Deficit Hyperactivity Disorder (ADHD) in Northern Ireland. ADHD provision has evolved across Trusts in response to population demand and expertise within Health and Social Care teams. There is some provision available across the Health and Social Care system, but there are inconsistencies in provision and lengthy waiting times across Trusts.

Answer (24 September 2026): I share the concerns that have been raised about the impact of funding allocations under the Local Growth Fund on charities and organisations previously funded by the UK Shared Prosperity Fund and will continue to work with Executive colleagues to seek a solution to this issue.

In respect to charity lotteries, nothing in Northern Ireland law prevents a GB-Based lottery from operating here, provided it complies with the relevant regulatory requirements.

To ask the Minister for Infrastructure to detail any action her Department is taking to (i) increase practical driving test capacity; and (ii) reduce waiting times, at the Craigavon Test Centre.

Answer (23 September 2026): The Driver and Vehicle Agency (DVA) delivered 23,915 practical driving tests between April and July 2026, an increase of 3.5% compared with the same period last year.

Demand for driving tests continues to rise, with applications across the North increasing by 10% between February and July 2026 compared with the same period last year. This increase in demand, together with local operational pressures at some test centres, including Craigavon, has contributed to longer waiting times.

To ask the Minister of Justice for her assessment of her Department's capital budget situation.

Answer (16 September 2026): The Capital position for my Department is stark, with an average shortfall of £150 million compared to an average budget of only £120 million in each of the next four years. The limited funding in the proposed Draft Budget will severely restrict my Capital plans to transform and modernise the Justice estate. This will inevitably result in major capital projects being delayed.

Whilst we have had relatively low Capital requirements in the past, additional funding is now vital to fund the capital investments to transform operating models, enhance digital solutions and modernise the facilities…

To ask the Minister of Health whether the six-month pilot of 33 interpreting devices in the Belfast Health and Social Care Trust will be rolled out across all Health and Social Care Trusts.

Answer (27 August 2026): Belfast Trust ran a sixmonth pilot of 33 interpreting devices from May 2025 to November 2025 across a range of unscheduled and emergency care settings, including Emergency Dental, Maternity and the Emergency Department. Although the pilot has now concluded, staff across these sites continue to use the devices due to the positive feedback received during evaluation. Frontline teams reported that the devices provided immediate, practical support at critical moments, such as “urgent care while waiting for a facetoface interpreter” (Maternity).

To ask the Minister of Health to detail any legal responsibilities of bystanders in medical emergencies.

Answer (22 July 2026): There is no general legal responsibility on bystanders to provide assistance in a medical emergency. Northern Ireland does not have a specific standalone “Good Samaritan” law that imposes a legal duty on members of the public to assist a person who is injured or experiencing a medical emergency.

While there is no general legal obligation for a bystander to intervene, members of the public are encouraged to seek appropriate emergency assistance, such as contacting the emergency services, where it is safe and reasonable to do so. Answer (2 July 2026): My Department recognises the important role community pharmacies play in supporting patients who require assistance in adhering to their medication. Medicines adherence support, including the provision of Monitored Dosage Systems (MDS) or blister packs, is intended for patients who meet the criteria for reasonable adjustments under the Disability Discrimination Act (DDA), based on an assessment by the community pharmacist. Answer (12 June 2026): Maple Path and Parkmore Footbridges were closed to pedestrians and cyclists on 4th June in the interest of public safety, due to concerns over their structural integrity.

I appreciate the closures will cause disruption and would like to apologise for any inconvenience caused. However, public safety is my Department’s primary consideration, and the decision has been taken based on expert engineering advice following a recent structural assessment.

However, it is extremely disappointing that the proposed Draft Budget allocations will leave my Department facing stabilisation pressures of £101 million in 2026-27, £141 million in 2027-28, and £215 million in 2028-29.
